I've been critical of this series, but I've stuck with it. It's actually been doing some interesting things, and I've really enjoyed seeing the clash of the Gotham crime groups and the Penguin's eventual mastery of the city. Or seeming mastery, since it all falls apart on him in a very clever scene in the Iceberg Lounge during a meeting between him and Intergang's representative.
The issue I've had with this issue was that not a lot seemed to happen. We get some scenes of Batman fighting in an ally, a scene of Jim Gordon and Robin and the clever Penguin scene and that's about it. Not much moves forward, apart from the Penguin story, and we're left with a last issue needing to tie up a lot of loose ends which maybe could have started to happen here.
Which I suppose comes down to my issues with the series as a whole. Some issues nothing seemed to happen, whereas others so much happened it was hard to follow. This probably could have been an excellent six issue series with some tightening up of the writing. As it is I have a feeling it'll prove to be an enjoyable 9 issue series.
