Are the first 4 issues worth picking up, or should I just jump in here?

the ar tlooks amazing. I've wanted to read Eng League, but it hasn't been in my budget to add a title and I kept hearing that it wasn't panning out. Rick Remender rocks though, and with the art in this, I can't pass it up.

just, what is this? can somebody explain?

@Tittom End League was set up to be a Superhero Lord of the Rings type story, had a good first issue, suffered hugely from delays, wrapped up their intial arc at four issues, Eric Canete having to step in for art duties at issue four (I think). From here on out the series further explores that world and delves into the histories of some of the characters. Eric Canete is an awesome artist and from now on this series should be appearing much more regularly. I think this is meant to let new readers and lapsed readers jump back into the series. I'm going to pick it up, because of Canete and because Rick Remender is always interesting.

This book is definitely worht picking up, but I think it is only going to run for a few more issues (I could totally be wrong) so you might want to pick up the trade.  Or find back issues.
